Recent Projects

  •  World Bank, Lao PDR, 2022, 2023, 2024 – International Credit Guarantee Specialist, assisting in the design and implementation of a Partial Credit Guarantee Facility (PCGF) to support commercial banks in providing long-term loans to MSMEs. Project phases include:

o   advising on mobilization of capital and technical assistance funding,

o  completing a detailed design and business plan,

o  hiring staff, the identifying training needs, development material and conducting training, and market development, market demand and guarantee product design;


  • World Bank, Lao PDR, 2020, 2021 - Feasibility Study for the Establishment of a Partial Credit Guarantee Scheme (PCGS): Developed a market scoping study that outlined options including steps for preparation and capitalization of a new PCGS;

  • World Bank, Philippines, 2018, 2019, 2020 - Completed due diligence on three Philippines government-owned M&SME banks: PhilEXIM, Development Bank of the Philippines, and Philippine Guarantee Corporation as a possible financial implementation agent for two World Bank solar guarantee financing projects: Renewable Energy Development Project and the Roof Top Solar Project;
 
  • Asian Development Bank, China, 2018, 2019 - SME Specialist, Xinjiang Regional Investment Program, PRC with Kazakhstan, Mongolia, and other Central Asian countries identifying products and services to develop an integrated roadmap for meeting the needs of SME business growth in the Business Economic Zones (BEZs) and surrounding border areas; and,
 
  • Asian Development Bank, Mongolia, 2016, 2017, 2018 - Team Leader and Credit Guarantee Specialist assisting the Credit Guarantee Fund of Mongolia with operating procedures, risk management, portfolio and NPL management, MIS renewal, transparency practices, governance structure, marketing, development of new products, and human resource strategy.

  • Azerbaijan, Benin, Bhutan, Bosnia and Herzegovina, Burkina Faso, Cambodia, Ethiopia, North Macedonia, Kosovo, Kyrgyz Republic, Lesotho, Malawi, Mali, Namibia, Nepal, Niger, Rwanda, Samoa, Serbia, Solomon Islands, Togo, Vanuatu, and Zambia, International Finance Corporation (IFC) - Assisted IFC in identifying promising investment prospects (US $10,000,000) and assessing risk for these smaller investments (venture capital and quasi equity) in Africa, Central, East and South Asia, South Pacific and Southern Europe;
 
  • China, Asian Development Bank - Tianjin Rural Commercial Bank (TRCB), Team leader, working with a team of national consultants and TRCB to develop a concept and design an implementation plan for expansion of TRCB to become a Community Bank, offering micro and rural finance in both urban and rural areas;

  • Philippines, World Bank - Leading a review of the regulatory and institutional framework and providing recommendations for the enhancement of the M&SME credit guarantees and other government-supported market-friendly instruments for improving access to finance for M&SMEs in the Philippines.

  • China, Asian Development Bank - Xinjiang Regional Investment Program with Kazakhstan, Mongolia, and other Central Asian countries identifying products and services to develop an integrated roadmap for meeting the needs of SME business growth in the Business Economic Zones (BEZs) and surrounding border areas;
 
  • Kazakhstan, Kazakhstan Loan Fund (KLF) - Assisted KLF with evaluating existing operations, developing the strategies and action steps to address the legal, operational, loan processing, risk assessment, and NPL monitoring issues to be resolved, to transform into deposit-taking and sustainable operations;
 
  • Kyrgyz Republic - Bai Tushum Financial Foundation (BTFF) - Assisted BTFF with evaluating existing operations, developing strategies and action steps to address the legal, operational and risk assessment issues to transform into a sustainable entity;
 
  • Pakistan, SME Bank Ltd - Assisted the SME Bank Ltd in developing and delivering training programs for skills transfer to credit staff in the completion of financial and operational assessments of business for loan applications and enhancement of the loan risk monitoring system, including NPLs;
 
  • West Bank and Gaza, Palestine - Assisted Palestine for Credit & Development, a non-profit microfinance institution, by facilitating the development of a strategic plan, provided the Board of Directors with hands-on governance training, drafted a governance manual, and strengthened lending procedures for FATEN’s loan risk management system; and,
 
  • West Bank and Gaza, Palestine - Assisted the Arab Center for Agriculture Development with evaluating existing operations, developing the strategies, and taking action steps addressing the legal and operational issues to transform its microfinance and social/business services components into a separate legal structure.


Services: Programs Related to SMEs

  • Bangladesh, International Finance Corporation (IFC) - Assisted the IFC as Team Leader and SME Banking Specialist to create an SME Market Segmentation and Loan Performance Database for 71 banks and NBFIs in Bangladesh;

 

  • East Asia & The Pacific, Europe & Central Asia, Latin America & The Caribbean, Middle East & North Africa, South Asia, and Sub-Saharan Africa, International Finance Corporation (IFC) - Assisted the IFC Advisory Services by completing a study of the trend in emerging markets for Commercial Banks and other Financial Institutions to provide or facilitate SMEs access to non-financial services (consulting and training);

  • Kazakhstan, Kyrgyz Republic, Tajikistan, Turkmenistan and Uzbekistan, International Finance Corporation (IFC) - Assisted the IFC by designing a business support service to provide SMEs pre and post-support in attaining loans, investments, managerial, operational and technical assistance, problem solving, training and publications in Kazakhstan, Kyrgyz Republic, Uzbekistan, Tajikistan and Turkmenistan;

 

  • Oman, Pakistan, International Finance Corporation (IFC) - Assisted IFC in the Middle East and North Africa (MENA) Region with the Bank Alfalah, Pakistan and the Bank Muscat, Oman – Lead Specialist for Non-Financial Advisory Services with an IFC team working on Building SME Banking Capacity for banks in the MENA Region; and,
